"DAR" Drug Abuse Recognition Class "Drugged Driver Detection"

The Northeast Alabama Law Enforcement Academy will present a 3 day "(DAR) Drug Abuse Recognition Class Drugged Driver Detection" Course. The course will begin at the Academy at 8:00 am.

Millions of Americans use and/or abuse drugs.

In a California study of young male drivers killed in automobile crashes, researchers found over 40 percent of the men had drugs other than alcohol in their blood streams at the time of the crash. Similarly, a Canadian study found that over 30 percent of drivers killed in car crashes in Quebec had one or more drugs other than alcohol in their blood or urine.

Overview: This Drugged Driver course will teach you how to skillfully recognize and properly evaluate the driver under the influence of drugs, to the initial observation of the vehicle to the arrest and processing of the subject. Understand enforcement's role in general deterrence. Understand the 7 step administration process, clues and techniques. Understand the drug abuse recognition system using pupilometer cards and pupil lights, drug physiology and pharmacology, drug identification and methods of use, recognition of drug signs and symptoms, drug paraphernalia, dangers of confronting subjects under the influence, legal issues and coverage of all areas of warrantless searches.Understand requirements for organizing and presenting testimonial and documentary evidence in Drugged Driver cases. Learn to administer and interpret the 7 step test and to understand how CNS Stimulants/CNS Depressants/Inhalants/PCP impair one's ability to operate a vehicle. Understand in depth the 8 categories of drugs, signs and symptoms. Learn how to use a pupilmeter and DAR card.

Each student will receive a student manual,pupil light meter,DAR card and Permanent DAR Certification number. Each student will become proficient in understanding how drugs affect a person. Each student will learn the new ways drug users are taking drugs and the new drugs on the market. Each student will learn the tactical stance when performing the 7 step test. Each student will get hands-on classroom instruction.

Jail employees are encouraged to attend.

All test/grades are kept permanent in our data base.

"How DAR Was Developed "

  • DAR was developed in California by the Glendale Police Dept. in 1989. DAR was funded by a traffic safety grant of the California Office of Traffic Safety (OTS). The development team was comprised of several DRE instructors, physicians, criminalists and pharmacists. DAR came about because of perceived limitations with DRE and its application as the primary "expert" method for diagnosing and evaluating the drunk and drugged driver.

  • Being DRE's, the development team knew that DRE training was very long and required students and their organizations to commit to hundreds of hours of class/clinical work. Many DRE students dropped out of the process because of its length and slow pace. Further, the DRE's believed that the DRE process was too long, too involved for much of the drug screening and evaluation that was needed on the streets.

  • The team believed that good public safety policy required that ALL public safety officers have a baseline of drunk/drugged driver training and be capable of making simple, yet accurate assessments of the type of drug and amount of drug being used. It was believed that DAR trained officers would act as a feeder system to the DRE's for complex and high profile cases that would need special criminal justice handling. Going forward, many DAR supporters took to calling DAR, "DRE Lite". DAR utilizes several of the diagnostic steps found in DRE. Building on recent advances in the medical understanding of drug pharmacology, DAR emphasized certain physiological measurements as having more meaning and relevance than others. The DAR test was designed to be completed in less than half of the time of a DRE exam yet yield a diagnostic result that rivaled DRE. The DAR program, a 24 hour training course began instruction in California in 1990 and it soon became the law enforcement standard for DUI enforcement training. Many of the current certified DAR instructors are DRE's. Many of these personnel acknowledge that they use the shorter, more user-friendly DAR process for most of their field evaluations.

  • Therefore, it is no surprise that drugs other than alcohol played a role in many fatality crashes. In 1994, researchers examined almost 2,000 fatality cases from seven states and determined that 18 percent of the cases involved drugs other than alcohol.
